    A new subgenus, Hydrosmectomorpha Klimaszewski and Webster, of the genus Atheta C. G. Thomson (Coleoptera: Staphylinidae: Aleocharinae) is erected to accommodate three new species and Atheta newfoundlandica (Klimaszewski and Langor). The new species are: Atheta (Hydrosmectomorpha) meduxnekeagensis Webster and Klimaszewski, new species; Atheta (Hydrosmectomorpha) quebecensis Webster and Klimaszewski, new species, Atheta (Hydrosmectomorpha) vincenti Webster and Klimaszewski, new species. The new species are described, illustrated, and a key is provided. Atheta newfoundlandica (Klimaszewski and Langor), was recently transferred from Hydrosmecta C.G. Thomson to an unspecified subgenus of Atheta. New habitat/collection data are presented for the treated species

    Advanced Manufacturing Using Linked Processes: Hybrid Manufacturing

    Hybrid Manufacturing Processes (HMP) can significantly reduce time to customer, waste, and tooling costs per part, while increasing possible part geometric complexity for small batch parts. In the following chapter, HMP is defined by the production of parts produced first with a near-net shape process using methods including: additive manufacturing, casting, injection molding, etc., which is then coupled with multi-axis computer numerical control (CNC) subtractive machining or some other secondary material removal process. Creating process plans for such hybrid manufacturing processes typically takes weeks rather than hours or days. This chapter outlines several hybrid manufacturing processes and the intricacies required to develop process plans for these complex linked processes. A feature-based advanced hybrid manufacturing process planning system (FAH-PS) uses feature-specific geometric, tolerance, and material data inputs to generate automated process plans based on user-specified feature precedence for additive-subtractive hybrid manufacturing. Plans generated by FAH-PS can optimize process plans to minimize tool changes, orientation changes, etc., to improve process times. A case study of additive-subtractive methods for a patient-specific bone plate, demonstrates system capabilities and processing time reductions as compared to the current manual process planning for hybrid manufacturing methodologies. Using the generated FAH-PS process plan resulted in a 35% reduction in machining time from the current hybrid manufacturing strategy

    Applications of coupled gas chromatography-atomic emission detection.

    This thesis describes the evaluation and application of the atomic emission detector as a detector for capillary gas chromatography. Chapter 1 is a general introduction to the technique, describing the development of the atomic emission detector, the theory of its operation, and some of its applications. This chapter also includes a detailed description of chromatography theory. Chapter 2 describes the experimental conditions used throughout the course of this work. Chapter 3 concentrates on compound independent calibration, beginning with a general introduction to the area and a discussion of studies already made. Four groups of compounds were used to determine the ability of the atomic emission detector to perform compound independent calibration. Initial studies with a group of similar hydrocarbons showed little or no compound/structure dependence. However, results from the same study with a group of phenols did indicate some structure dependence for carbon and oxygen, but when chloroanisoles were tested, this compound dependence was not apparent. A group of different nitrogen-containing compounds was then studied. Here structure dependence was observed on all channels, ie carbon, oxygen and nitrogen. It was also noted that the responses became non-linear at higher concentrations. This would normally indicate detector overload, but not in this case as non-linearity occurred to different extents for the same element in different compounds.A study was also made on the effect of discharge tube ageing on response. Clean and dirty discharge tubes were used for the phenols and the nitrogen-containing compounds. The phenol, carbon and chlorine results showed a decreased sensitivity with the old tube, but the oxygen responses were not affected. The same drop in sensitivity was seen with the nitrogen-containing compounds, but here oxygen was also affected. Chapter 4 describes the use of the atomic emission detector and mass spectrometry as complementary techniques. Perfume samples were analysed using both instruments. A comparison of 'real' and 'fake' perfumes was also made. Results indicated that the atomic emission data was useful in deciding whether to accept or reject mass spectral library guesses. Chapter 5 describes the application of the atomic emission detector for the analysis of refinery streams. The use of the 'backamount' correction facility was also effectively demonstrated. Chapter 6 is a general discussion of the instrument including operational problems encountered and possible modifications to overcome these problems.The overall objective of the thesis is to place the GC-AED combination in the context of the commonly used chromatographic techniques

    Competing interests, clashing ideas, and institutionalizing influence: insights into the political economy of malaria control from seven African countries

    This article explores how malaria control in sub-Saharan Africa is shaped in important ways by political and economic considerations within the contexts of aid-recipient nations and the global health community. Malaria control is often assumed to be a technically driven exercise: the remit of public health experts and epidemiologists who utilize available data to select the most effective package of activities given available resources. Yet research conducted with national and international stakeholders shows how the realities of malaria control decision-making are often more nuanced. Hegemonic ideas and interests of global actors, as well as the national and global institutional arrangements through which malaria control is funded and implemented, can all influence how national actors respond to malaria. Results from qualitative interviews in seven malaria-endemic countries indicate that malaria decision-making is constrained or directed by multiple competing objectives, including a need to balance overarching global goals with local realities, as well as a need for National Malaria Control Programmes to manage and coordinate a range of non-state stakeholders who may divide up regions and tasks within countries. Finally, beyond the influence that political and economic concerns have over programmatic decisions and action, our analysis further finds that malaria control efforts have institutionalized systems, structures and processes that may have implications for local capacity development

    Understanding evidence use from a programmatic perspective: conceptual development and empirical insights from national malaria control programmes

    Background: Conceptualisations of what it means to use evidence in policymaking often appear divided between two extremes. On the one side are works presenting it as the implementation of research findings – particularly evaluations of intervention effect. In contrast stand theoretically informed works exploring the multiple meanings of evidence use, political complexities, and the constructed nature of research evidence itself. The first perspective has been criticised as over-simplistic, while the latter can make it difficult to answer questions of what might be good, or improved, uses of evidence in policymaking. Methods: To further debate, this paper develops a ‘programmatic approach’ to evidence use, drawing on theories of institutional decision making and empirical work on evidence use within 11 National Malaria Control Programmes in Africa. We apply the programmatic approach by investigating the key goals and tasks of programme officials, recognising that these will shape the routines and logics followed affecting evidence utilisation. We then map out the forms, sources, features, and applications of evidence that serve programme officials in their goals. Findings: In the case of malaria programmes, evidence use was understood in relation to tasks including: advocacy for funding, budget allocation, regulation development, national planning, and identification of information gaps – all of which might require different evidence sources, forms, and applications. Discussion and Conclusions: Ultimately the programmatic approach aims to facilitate clearer understanding of what uses of evidence are appropriate to policymakers, while also allowing critical reflection on whether such uses are ‘good’ from both programme and broader social perspectives

    The Impact of a Community Awareness Strategy on Caregiver Treatment Seeking Behaviour and Use of Artemether-Lumefantrine for Febrile Children in Rural Kenya.

    BACKGROUND: Access to prompt and effective treatment is the cornerstone for malaria control. Population Services International in collaboration with the Ministry of Health launched a malaria behaviour change communication intervention in Nyanza province, Kenya. The initiative aimed to improve: symptom recognition and prompt access to government health facilities for febrile children; effective treatment with the recommended first-line drug artemether-lumefantrine (AL) in public health facilities and adherence to the AL regimen. METHODS: Pre- and post-intervention cross-sectional household surveys were used to evaluate the impact of the intervention on prompt and correct use of AL for febrile children below five years of age. The primary outcome was the proportion of children below five years of age with fever in the last 14 days accessing AL within 48 hours of fever onset. RESULTS: There was an increase from 62.8% pre-intervention to 79.4% post-intervention (95% CI: 11.1, 22.1) in caregivers who reported seeking formal treatment promptly (on the same day, or next day) for their febrile children. However, there was a decrease in the use of government health facilities in the post-intervention period. There was a small increase in the proportion of children accessing AL within 48 hours of fever onset [18.4% vs 23.5% (0.1-10.0)]. CONCLUSION: The findings of this evaluation demonstrate that interventions that target only one sector may have a limited impact on improvements in prompt and effective treatment where multiple sources of treatments are sought for febrile illness. Additionally, the context in which an intervention is implemented is likely to influence the process and outcomes

    Farmers Markets and the Local Food System: The Case of Gettysburg, Pennsylvania

    In order to examine and obtain a better understanding of the local food system within Adams County, Pennsylvania, this study explores the characteristics and perspectives of the customers and vendors at the farmers markets in Gettysburg, Pennsylvania. Survey findings from the Gettysburg Farmers Market and the three Adams County Farmers Markets include customer demographic information, perspectives and shopping behavior as well as vendor product information, farm size and location and preference for market management. Introductory background information on the Farm Bill and the influence of agricultural practices on the environment, human health and nutrition and the relationship between farmers markets and the local economy are offered in order to emphasize the value of a well-managed local food system. Conclusions provide evidence that lower income and lower education levels are not sufficiently represented at all the markets and food stamp programs are being underutilized. This study suggests employing additional marketing to target underrepresented demographic groups, public transportation to potentially inaccessible market locations and increased advertisement and encouragement of food stamp programs at all markets in order to expand the customer base and increase access to healthy, local foods for less advantaged citizens. The results from this study are intended to offer evidence that will promote and facilitate market management, strengthen customer/vendor relationships and encourage better ties between the local community and local food systems at the farmers markets within Gettysburg in Adams County, Pennsylvania

    Interventions to improve district-level routine health data in low-income and middle-income countries: a systematic review

    Background Routine health information system(s) (RHIS) facilitate the collection of health data at all levels of the health system allowing estimates of disease prevalence, treatment and preventive intervention coverage, and risk factors to guide disease control strategies. This core health system pillar remains underdeveloped in many low-income and middle-income countries. Efforts to improve RHIS data coverage, quality and timeliness were launched over 10 years ago. Methods A systematic review was performed across 12 databases and literature search engines for both peer-reviewed articles and grey literature reports on RHIS interventions. Studies were analysed in three stages: (1) categorisation of RHIS intervention components and processes; (2) comparison of intervention component effectiveness and (3) whether the post-intervention outcome improved above the WHO integrated disease surveillance response framework data quality standard of 80% or above. Results 5294 references were screened, resulting in 56 studies. Three key performance determinants - technical, organisational and behavioural - were proposed as critical to RHIS strengthening. Seventy-seven per cent [77%] of studies identified addressed all three determinants. The most frequently implemented intervention components were € providing training' and € using an electronic health management information systems'. Ninety-three per cent [93%] of pre-post or controlled trial studies showed improvements in one or more data quality outputs, but after applying a standard threshold of >80% post-intervention, this number reduced to 68%. There was an observed benefit of multi-component interventions that either conducted data quality training or that addressed improvement across multiple processes and determinants of RHIS. Conclusion Holistic data quality interventions that address multiple determinants should be continuously practised for strengthening RHIS. Studies with clearly defined and pragmatic outcomes are required for future RHIS improvement interventions. These should be accompanied by qualitative studies and cost analyses to understand which investments are needed to sustain high-quality RHIS in low-income and middle-income countries
